US Water Management
From the nation’s earliest development through periods of crisis response, the U.S. Congress, Presidential Administrations, federal agencies, states, and local governments have played a defining role in managing the country’s water resources. Today, however, water management faces growing challenges driven by population growth, aging infrastructure, climate variability, competing demands, and institutional complexity that require new approaches and stronger coordination.
Effective water resources management is more critical than ever. Addressing current and emerging water issues will require long-term commitment, sustained investment, and coordinated action across all levels of government. To ensure the resilience and sustainability of water resources, decision-makers and stakeholders must act with urgency, adaptability, and collaboration in an era of rapid environmental and societal change
National & State Legislation
Clear authorities, well-defined roles, coordinated priorities, and consistent planning approaches are essential for effective water management. National and state legislation provides the framework that aligns policies, supports integrated decision-making, and guides infrastructure investment across jurisdictions.

State Water Plans
Many states have developed comprehensive water plans to assess current conditions, anticipate future needs, and guide water resources planning and management. These plans help state agencies, communities, and stakeholders understand water availability, risks, and opportunities over time.

USACE Initiatives
In August 2010, the U.S. Army Corps of Engineers released Responding to the National Water Resources Challenges, establishing a framework to support stronger collaboration among water resources agencies and stakeholders nationwide. This effort emphasizes partnership-building, shared responsibility, and integrated approaches to addressing complex water challenges.
